The story of Legacy Benefits & Consulting Group began more than 35 years ago right here in Cleveland, Tennessee.

In the mid-1990s, Pam Nelson founded Ocoee Insurance Services with a commitment to providing honest advice, personal service, and insurance solutions tailored to each client’s unique needs. Through hard work, integrity, and a dedication to the community, Ocoee Insurance grew into one of the region’s most respected insurance agencies.

Amanda Nelson Troyer grew up watching those values in action.

After joining Ocoee Insurance, Amanda spent approximately fifteen years serving clients, building relationships, and developing extensive expertise in healthcare insurance and Medicare solutions. During that time, she became a trusted resource for countless individuals and families throughout the area.

In 2024, Ocoee Insurance became part of a larger regional insurance organization. Amanda and Pam continued serving clients as part of the new company, with Amanda stepping into a leadership role as Client Executive.

While the transition brought new opportunities, Amanda discovered that what she valued most was the personal connection she shared with clients and the ability to provide individualized service without the constraints of a large corporate environment.

In 2026, Amanda made the decision to return to her roots and launch Legacy Benefits & Consulting Group.

Today, Legacy combines decades of insurance experience with a renewed commitment to personalized service, local relationships, and helping clients make confident decisions about their healthcare coverage.
